TENTATIVE PLAN FOR RENOVATION OF WATER SUPPLY FACILITIES IN SHANGHAI DOWNTOWN

摘要

This paper makes comprehensive analysis on the history and current status of the administrative system of secondary water supply in Shanghai. Starting from ensuring the water supply quality, this paper, according to the relevant national laws and regulations, puts forward the plan to extend the administrative scope of water affairs departments to jacketed water meters for users from the aspects of administrative system, management responsibilities, improved service as well as administrative expenses, with clearly defined responsibilities so that the water affairs departments truly become the complete service providers and administrative departments for urban water supply from water source, water intake, water making, water conveyance & distribution pipeline to water use, and create conditions for making overall improvement of water supply quality, and strengthening the integrated competitiveness of the city.
