The SEI CMM model is a recommended model for organizations to evaluate and improve maturity of their software development. Software Process Improvement is an important activity in an autonomous R&D setup of Centre for Development of Advanced Computing (C-DAC). The paper presents our experience in process framework requirements elicitation, definition and implementation in semi-commercial, middle scale organization with multifunctional activities. Process framework is focused on understanding of specific characteristics of projects, existing practices, understanding of people's perception towards process-based organization, gap between current and to be status. It describes the cultural change, experience of requirements elicitation for process architecture and methodology adopted for framework definition. Observations on process modeling methodology and managerial parameters for success and failure of software process improvement implementation in an environment of multifunctional, varied range of projects are discussed.
