摘要

Major paradigmatic shifts have occurred in the past few years that have confronted traditional ideas about work, careers and life planning. These shifts relate to many of the issues concerning China's rapid economic growth that were raised at the China Employment Forum in 2004. This paper enumerates 15 paradigm shifts drawn in part from the author's previous work and suggests how public administrators in emerging globalized economies like that of China need to address these changes to ensure a productive workforce.
