A Study of Constructing Automatic Updating System for Government Web Pages

In the recent trend of "electronic government" and "electronic local government", web pages attract people's attention as a medium to actualize them. However, the administrative cost of web site is a heavy burden on the limited budgets of local governments. This paper proposes a system to automatically update a list of "remarkable topics" on the top page of web sites, which is usually maintained manually by the web administrators. This system calculates the necessity of posting topics using three evaluation axes: Purpose, Target, and Time axes. In this paper, we select ten administrative organs that are advanced in providing information on their web sites, and we examine the contents of posted topics and the transition of posting periods. Then we compare this actual transition with the one simulated with the proposed system. From the result of the simulation, we confirm the validity of our system in most cases we examined in this paper.
