The paper analyzes organization structure, response behavior, response mechanism and response system of Chinese government about the important emergency, and points out Chinese government's present management mode is a kind of provisional, passive, centralized and loose management, and puts forward the suggestion of adopting early-warning management to change this kind of current situation finally.
