摘要

Chinese urban land system is a public ownership system, and the land resource distribution is a market-oriented resource-allocation led by the government. Benchmark land-price is a technical tool for Chinese government to direct and supervise the land market. Presently, benchmark land-price executes an irreplaceable function in national land reserve and land circulation. Consequently, Benchmark land-price should exist for quite a long time and also should be institutionalized.
