CHARLOTTE EROSION AND SEDIMENTATIONCONTROL PROGRAM

Due to tremendous growth and development pressures coupled with publicawareness from environmental and citizen groups, the City of Charlotte’s Erosion ControlProgram has become a very beneficial component of local environmental protection. Thispaper will outline criteria that the City of Charlottes’ erosion control program has employedover the years in order to create and maintain a high degree of effectiveness. It has beendetermined that a combination of factors are necessary for an erosion control program to beeffective. The Charlotte program has a strong local Ordinance with support from uppermanagement, and adequately staffed group of qualified personnel. In addition, with the higherdegree of accountability, comes a responsibility to train those individuals that would beregulated by a strong program. One of the responsibilities pertains to providing thedevelopment community with continual educational outreach training. This training enablesthe development community to better self-police their own construction sites. The results ofbalancing a strong ordinance and having a program that is adequately staffed with highlyqualified personnel are evident. The compliance levels in Charlotte and Mecklenburg Countyare exceptionally high. The self-policing and educational outreach programs have resultedin closer working relationships with contractors during the life of projects. This progressiveworking relationship between developers and the City of Charlotte has resulted in closermonitoring of construction sites, and innovative and aggressive approaches to erosion andsediment control from the development community.
