Indonesian Bible Society maintains the human resources of its organization and evaluates their performance and skills every year. It is very difficult to propose someone to a right position without the historical education through training in improving their competency, since the system is still done manually. To support the organization, it is important to create learning system that can be use manage all learning, and of course can evaluate learning participants. This paper describes how to design IT-based skills and competency learning system for training department of Indonesian Bible Society. This research uses ADDIE model that consists of 5 stages such as analysis, design, development, implementation and evaluation. Subjects of the research are people who use the system in the organization. This research is still on going and the researchers would like to present the learning system design. Research findings show that design of IT-based learning system design should be continued producing and implement in the next stage of research.
