POLICY FOR INTRODUCTION OF RISK-INFORMED REGULATIONFOR NUCLEAR FACILITIES IN JAPAN

The nuclear safety regulations in Japan place abasis on the deterministic approach with thedefence-in-depth philosophy and engineeringjudgments. However, as the development of PSA(Probabilistic Safety Assessment) technologies inrecent years, the Nuclear Safety Commission (NSC)began to consider that the utilization of riskinformation in addition to the traditional deterministicapproach could be very effective for the safetyregulations to improve rationality, consistency,transparency and efficiency by appropriate allocationof limited resources for the regulatory activities. Inorder to show the basic strategy, the NSC publishedthe policy for introduction of Risk-InformedRegulation (RIR) in November 2003. The safetygoals that play an important role in RIR weretentatively established in December 2003 while theperformance goals are under development as of May,2005. It is expected that RIR be gradually introducedfrom the applicable area. The NSC is now examiningwhat the RIR system in Japan should be by makingeach role and incentive of the competentorganizations clear. In the future, when the experiences on application of the safety goals areaccumulated, RIR will be consistently applied fromdesign to operational area. This paper describes therecent activities of the NSC for introduction of RIRin Japan and development of the safety goalsincluding the performance goals.
