This paper describes the significance of the emergency rescue industry standardization, analyze the problems of China's emergency rescue industry and industry standardization, according to The four stages of disaster management [1]: prevention, preparedness, response, reconstruction, enhances social integration and rescue capabilities of the six areas ability. A new fourteen industrial system model is proposed, focusing on the development of comprehensive coordination between the systems. System fits national conditions and is operable.
