Up to now the way of managing the use of IT in large public organizations is based on the historic use of IT in organizations. In former days IT is mainly used to facilitate the operational management. As a consequence, the management of IT often constitutes as a part of the operational management function or as a part of the facility management organization. As a result, the distance to the strategic function within the organization is large. Because of this reason it is only possible to use the innovative power of IT just for a limited part and it is difficult to anticipated on the consequences of this for the mission and the other processes in the organization. Therefore research is necessary on the conditions which should be created to constitute the management of IT in a way that the innovative power of IT can be used better.
