Who is responsible for innovation and its governance?

Responsible research and innovation (RRI) is increasingly accepted by policy makers, government bodies and research funders as an important requirement for those developing new technologies, particularly those involving disruptive innovation. There is thinking in European social science which has led to additional demands on innovative industry sectors that were already bearing a heavy and increasing regulatory burden. There is pressure on regulatory systems to become more proportionate and adaptive to the needs of innovative technologies and we propose to embed a new approach to RRI within these new regulatory frameworks.
