Measures to remove economic non-market failure and institutional barriers that restrict photovoltaics self-consumption and net-metering in Spain

This research focuses on strategies to accelerate high solar photovoltaic and self-consumption growth rates in Spain by proposing the needed policy measures for eliminating/mitigating current barriers to their deployment. Also a brief discussion about the urgent need to modernize the regulatory framework envisioning the near future and, thus, proposing measures to promote the active role of distributed PV in the voltage and frequency regulation of distributed power grids are included.
