Environmental Evaluation Systems for Well Drilling and Completion Chemicals – The Present Situation and Future Views

This paper describes how chemical hazard and risk assessmentrnsystems are being used in North Sea countries. Despite effortsrnto establish a harmonised chemical hazard and risk system,rnmany countries have developed their own systems. For thisrnreason, three major service companies have been workingrntogether to evaluate the CHARM III model (Chemical HazardrnAssessment and Risk Management)1,2 and the acceptedrnchemical hazard and risk assessment systems.rnInitially implemented by the Oslo Paris Commissionrn(OSPAR), the European regulatory body for offshorernenvironmental issues, CHARM III was a significant steprntowards developing a simple model that generated consistentrnhazard/risk evaluation results. During the harmonisationrnprocess, the North Sea countries also made attempts torndevelop a harmonised mandatory control system.3 Currently,rnfour North Sea countries still rely on their own chemicalrnevaluation systems.rnThe three service companies have used the CHARM IIIrnmodel to perform chemical hazard evaluations on arnrepresentative range of cementing, completion, workover andrnspacer chemicals. The same chemicals were also evaluatedrnwith the different pre-screen systems used by the North Searncountries (Tables 1 and 2).
