During the past 2 years the policy within the North-Searncountries with regards to regulating use and discharge ofrnchemicals offshore has changed. The work on harmonizationrnof regulations has progressed through the Oslo and ParisrnCommission (OSPAR), the European regulatory body for thernoffshore environmental issues. However, despite thernoutspoken efforts to establish a harmonized chemical hazardrnand risk evaluation and control system, many countries haverncontinued to use their own systems.rnThis paper describes the current trend in the oil and gasrnindustry towards zero discharge of offshore chemicals.rnOperational as well as regulatory viewpoints are given. Thernzero discharge trend is viewed against several policies ofrnOSPAR, e.g. the Action Plan 1998-2003, Strategy with regardrnto hazardous substances and the Harmonized MandatoryrnControl System (HMCS). The various ways in which thernNorth-Sea countries have implemented the OSPAR guidelinesrnso far and the relationship of zero discharge with for examplernthe development of more environmentally acceptablernchemicals are discussed. The role of the revised ChemicalrnHazard and Risk Management (CHARM) Model is also takenrninto this review.rnFrom their own experience the three major servicerncompanies describe how this affects the development and usernof certain chemicals.
