With the thorough development in the theoretical research of modern project management, the improvement of controlling and planning means and the accumulation of management experience, especially the extensive application of highly developed network and computer technology in the project management. It already becomes possible to carry on dynamic and rolling adjustment to the project under construction in a short time, which greatly reduces project cost and risk, shortens the project time and guarantees the project quality. Take the project to reclaim land from sea as an example, in October 2003, attacked by the strongest storm in the century, the sea dams and embankments are damaged seriously. By using P3 software we adjusted and refined the process plan, mainly through shortening the time limit of the key work and increasing the resource input on the key route to meet the demand for project time controlling, changed partly the logic relation, mainly the organizing logic, strengthened the cooperation between designer and implementation contractor, refined and improved the design plan and implementation craft of soft base and vacuum pigeonhole cushion layers reclaimed from the sea, shortens the time limit by 3 months, saved expenses for more than 9 million Yuan, recovered the entire time loss caused by the calamity, continued the following-up project without any influence, and completed the project within time limit, estimated cost arid quality of goal plan. Through the past work we realize that recognition and instruction of leaders is the key to accomplish the management, we just make the first step in modern project management and the P3 software application, and that massive project management hasn't been comprehensively launched. We'll unceasingly carry on the exploration and summarization on this train of thoughts. Going forward in the exploration, GCPP will be constructed as the first-class at home, and the outstanding engineering project reaching international level.
