A Feasibility Study of Applying ERP Techniques to Perform the Safety Management in the Construction of High-Tech Plant

With the restriction of tight construction schedule and the demand of multiple functions for high-tech plant, the contractors have quickly developed innovated construction methods to cope with the competitive situation of the design-build project. However, the contractors might easily overlook certain invisible safety issues causing potential dangers even though the governments set up proper safety regulations. Therefore, in order to avoid any severe crisis, the contractors must reinforce the planning of safety management and request the concept of zero-hazard to be deeply rooted into the enterprise's culture. This paper, using Project Management Institute (PMI) integration principles, provides planning guidelines to minimize the major construction hazards. In addition, it utilizes the concept of "Safety Evaluation Indexes" developed by the applications of "Delphi" and "Analytic Hierarchy Process" methods to monitor the performance of safety management in the construction stage. Moreover, it collects the opinions of architects, contractors, design consultants, subcontractors, owners, etc. to identify proper safety evaluation factors by going through several iterations. Subsequently, when the safety officer of home office inspects the job site, he may utilize the Enterprise Resource Planning (ERP) system to evaluate the safety performance by scoring the Safety Evaluation Indexes (SFI) presenting in his PDA. Furthermore, the field engineers can use PDAs to download the relevant safety information, such as updated safety regulations, etc., and feedback the records of the correcting status to the home office through the same system as well. The ERP system may provide the firsthand information, including photographs, safety records, safety performance status, etc. to the end users to achieve the goal of effective safety management. The ERP techniques for safety management presented in this paper have been successfully implemented in several design-build projects of high-tech plant.
