MARINE ACCIDENT INVESTIGATION AND ITS EFFECTIVENESS ON SAFETY IMPROVEMENT

Marine accidents can be extremely expensive in terms of human lives and could involve millions of dollars in respect of damage claim, adverse publicity and pollution to the marine environment. The role of the accident investigator is, in the first instance, to obtain the facts associated with an accident. Those facts then enable the investigator to reconstruct the accident, determine the circumstances leading to it, identify trends and make recommendations to prevent a recurrence. For accident prevention strategies to be effective, an accident investigation must search beyond the immediate causes. As the authority responsible for investigation marine accidents in Hong Kong, the MAIB is to ensuring that these are being done.
