In the wake of the august 2002 flood, the state of Saxony has launched a long range of activities to protect its citizens against future flooding. This follows a global trend, as the number of severe flood disasters has increased dramatically over the recent decades, see e.g. Kundzewicz (2002). This has prompted authorities around the world to strengthen the flood defences and preparedness at many locations. Flash flood prone areas have often been neglected, however, due to the conceived difficulties in handling this type of flood.rnRecent technological development has changed this situation. Forecasting of flash floods is now feasible through automatic systems, which continuously predict the runoff using telemetry, weather radar, and advanced mathematical models. These models are also applied to test various flood mitigation options, as illustrated in this paper. It is important for these applications that the selected models are capable of describing all elements of the flooding correctly. This includes the rainfall-runoff process and the dynamics of river flow in flood situations, where structures in the river and on flood plains often play a significant role in the spreading of inundation.
