Site Layout Planning (SLP) is one of the critical planning processes in site production planning. However, systematic research in this area is difficult due to the unique site conditions of each building project. Hence, construction managers usually apply their experience in formulating site layouts. The interrelation between allocations of temporary site facilities, the construction schedule and construction methods throughout the construction process further augments the difficulty and complexity in developing any SLP models in a scientific approach. As there is no systematic approach for the overall SLP, construction managers learn SLP through years of practical experience or trials-and-errors. It leads to a gap between the industrial practices and theoretical approaches. The objective of this paper is to build up a heuristic model on SLP by extracting knowledge from well-experienced construction managers in Hong Kong and the quantitative and qualitative results obtained from interviews with construction managers form a database for analyses. A set of decision rules for public housing projects in optimizing positioning of site facilities has been developed. The rules are classified into two levels. The first deals with the criteria in determining the positions of site temporary facilities. The second determines the priority in planning the temporary facilities. This pilot study provides a rational base for further investigation on the development of computer-based decision models for SLP.
