Some authors have described nuclear criticality safety as a multifacted discipline with three components-neutron physics, engineering, and administrative controls. Over the years, many resources have been dedicated to the analyses of the first two compoents. Much work still needs to be done in reducing uncertaintis and developing and analyzing new data and accident scenarios. From a review of applicable standards and literature, administrative controls have been less thoroughly addressed. However, a properly develop;ed underastanding and implementation of formality o f operations is necessary for a well characterized criticality safety program.
