Many governments have already decided to consider electric and hybrid vehicles as well as alternative fuel vehicles as an alternative to the gasoline or diesel cars, and already promote the market introduction, for several reasons (e.g. air quality, energy saving). Each country developed individual measures (legal measures, demonstration programmes, subsidies), and hardly any country first evaluated programmes already implemented in other countries to learn from them. It is true that the framework conditions of every country are different, and therefore it is not promising just to copy a programme. On the other hand the market is still so small, and each country is dependent on the same market supply. Also the barriers (concerns about range, safety,...) seem to be the same in all the countries.rnTherefore it is promising to evaluate running or finished programmes to identify successful strategies and to avoid failures by analyzing less successful results.rnThe Implementing Agreement ? Hybrid&Electric Vehicles" of the International Energy Agency has decided, at its meeting of the Executive Committee in April 99 in Korea, to fill this gap by implementing a new Annex ,,Deployment Strategies for Hybrid, Electric and Alternative Fuel Vehicles". The main objective of this Annex is to summarize the experience gained and the lessons learned by completed and on-going demonstration programmes and other incentives or by legal measures to help officials of state, local or municipal governments, government policy advisors, fleet operators, EV manufacturers etc. to optimize existing or future strategies and to make recommendations for future strategies.
