It is proposed that the term behavioural safety has become synonymous with the behaviour of front line individuals or operators. This paper proposes that the establishment of appropriate organisational values and behaviours is as much a part of behavioural safety as the reinforcement of individual behaviours. Without appropriate organisational values, individual behaviour modification programmes are likely to be of limited benefit. This is supported within literature from bodies such as the World Association of Nuclear Operators (WANO). Proposals for how such programmes could be expanded are discussed.
