The Baltimore District of the U.S. Army Corps of Engineers recently undertook a study to determine whether a change in the operation of one of its flood control reservoirs would affect the degree of flood protection downstream. The intended operational change entails eliminating the current practice of providing an additional winter drawdown, which provides increased flood control storage for winter and spring runoff. The study indicated that the proposed change would not affect the current level of flood control downstream of the reservoir. Questions remained as to whether the ice regime would be changed and flooding increased near the upstream end of the reservoir. The paper describes the analysis used to determine the effects of the reservoir operational changes on the ice regime.
