LOng RAnge Navigation, Loran, is an attractiverncandidate to provide redundant services for GPS becausernof its complementary RNAV, stratum 1 timing, and datarnchannel capabilities. However, for Loran to be acceptedrnas a redundant navigation system for aviation, it mustrnmeet the accuracy, availability, integrity, and continuityrnstandards for Required Navigation Performance 0.3 (RNPrn0.3). The Loran Integrity Performance Panel (LORIPP) isrna core team of experts assessing Loran’s potential to meetrnthe RNP 0.3 performance. It applies engineering andrnsafety analysis principles to build in safety as an integralrnpart of the system design. The LORIPP will follow safetyrnanalysis methods similar to those used by the WAASrnIntegrity Performance Panel (WIPP) to conduct a rigorousrnHazardously Misleading Information (HMI) analysis onrnLoran. This paper provides an overview of the LORIPP,rnthe LORIPP process, and the issues being addressedrnrelative to RNP 0.3 accuracy, availability, integrity, andrncontinuity requirements.rnThe LORIPP’s objective is to use rigorous analyticalrnmethods, data collection, and modeling to determine ifrnnew receiver technology and scheduled Loran stationrnimprovements can either mitigate or lower the probabilityrnof adverse effects from identified threats. The LORIPPrnmust comprehensively and exhaustively examine everyrnpotential threat and prove that Loran, in light of thesernissues, meets RNP 0.3 performance requirements. Workrnto date indicates it is highly likely that Loran can meetrnthese requirements.
