A multi-class multi-modal combined modal split and traffic assignmentrnmodel is formulated by variational inequality. It is used to evaluate the effects ofrnTravel Demand Management (TDM) measures quantitatively in large scale urbanrntransportation system. Three algorithms, i.e., Generalized Partial Linearization,rnMethod of Successive Averages, and Constant Weight are compared. Thernconvergence results show that the proposed algorithm is competent for practicalrnapplication. Sixteen pure and combined TDM measures, such as cordon-basedrncongestion charge, Park and Ride, fuel pricing, bus fares decrease, and bus exclusivernlanes construction are tested quantitatively using the comprehensive transportationrnnetwork of Huizhou, Southern China. The evaluation focuses on the sensitivity ofrnpublic transport fares, the competition between taxi and rail transit, the effect of busrnexclusive lanes, the different effects of cordon-based congestion charge and parkingrncharge as well as the demand of Park and Ride under different parking charge.
