PEOPLES PARTICIPATION IN THE DEVELOPMENT OF THE OLD CITY OF OSLO

Oslo, the capital of Norway, is situated by the sea at the end of the Oslo Fjord. It is a fairly dense city surrounded by waste areas of forest. The city has 460 000 inhabitants and is divided up into 25 urban districts with its own local administration. One of these districts are the Old Town of Oslo situated in the inner city area east of the city centre. The Old Town of Oslo has today 22.000 inhabitant, but is rapidly growing (in 1993 the growth rate was 8,6%). From a socio-economic point of view, The Old Town of Oslo is one of the most deprived areas in Norway. Income and education levels are very low according to Norwegian standards and unemployment rates are twice the average in Oslo. The environmental standards are also very low with derelict housing, lack of green areas and parks and with heavy traffic routes and railway-lines through the area. In fact The Old Town of Oslo is the centre for the communication network in Norway.
