The 1990 Clean Air Act Amendments (CAAA) contained wide-range regional controls for improving air quality and air quality related values throughout the U.S. Title IV contained provisions for regional SO_x and NO_x controls on certain large boilers designed to reduce acid deposition. Tile In contained emission control provisions for ozone attainment areas as well as regional control requirements for some sources in the Ozone Transport Region (OTR). Evidence to data suggests that regional transport of ozone is a significant contributer to ozone exceedances in many ozone nonattainment areas in teh eastern U.S. Thus, the Environmental Council of States (ECOS) has formed the Ozone Transport Assessment Group (OTAG) to analyze the regional ozone problem and assess the effectiveness of regional control strategies for reducing regional ozone concentrations.
