The Coastal Oxidant Assessment for Southeast Texas (COAST) is a major study to support the ozone State Implementtion Plan (SIP) developmnt for the Texas nonattainment areas along the Gulf of Mexico. In part, the COAST study is providing data for an Urban Arished Modeling (UAM) project being conducted by the Texas Natural Resource conservation Commission (TNRCC). The modeling domain contains almost the entire Texas coast, from near Mexico into Louisiana. The domain is home to approximately 100 ocean-going ships, 50 harbor vessels, 600 canal vessels, and numerous fishing vessels. In addition, hundreds of foreign vessels call at Texas ports. Both large-bore engines used to power ocean-going ships and smaller diesel engines used to power harbor, canal, and fishing vessels emit very large quantities of nitrogen oxides (NO_x) and significant quantities of volatile organic compounds (VOC) and carbon monoxide (CO). As a result, the accuracy of the marine vessel emissions inventory may impact both the accuracy of UAM predictions and the effectiveness of the resulting control strategy or strategies selected in the ozone SIP process.
