Study on the Strategy of Establishing Urban Public Safety System

Urban public safety system is a system concerning the safety in various fields, such as production, living and existence. The study on this system includes seven aspects: urban industrial hazardous sources, urban public places, urban public infrastructure, urban natural disaster, urban communication, outbreak of city public disease and terrorist attacks and destruction. The theoretical basis of the study on urban public safety is the risk theory. By means of risk analysis of urban public accidents and disasters, we can draw up a safety planning to ensure urban safety and the harmonious development of economy and society in urban areas. Then we can carry out risk management to reduce risks. At the same time, we can establish urban emergency response system and public safety information management network platform to monitor, control and decide public safety, in order to achieve the purpose of establishing urban public safety system.
