Complexities in Defining Boundaries for Mandatory Greenhouse Gas Reporting

The proper accounting of reporting boundaries is important for maintaining the integrity of both the federal and California MRRs. As can be seen from some of the examples in this paper, the correct inclusion of sources that are reportable into a company's GHG report is sometimes not trivial and requires robust monitoring. Military installations have a special allowance for defining its own boundaries which has implications for recordkeeping, accuracy requirements, and Cap-and-Trade.
