International Mine Safety Standards and Procedures -Proposals to Chinese Application

There is common agreement amongst the mining community to continuously improving the international mine safety standards. Thus, the paper Will deal with some key aspects such as 1. The examples of mine safety development. 2. The main criteria for improved mine safety. 3. The mine rescue services. 4. The importance of safety prevention. 5. The Chinese requirements. The comparison of safety performance development in 2003 for some major International mining companies shows where we stand. For example German Coal (DSK) and RAG American are just behind the average "Lost Time Incident Rate", but clearly ahead of global mining safety standards. The picture within the Chinese mining industry still looks different. According to official reports, most small mines are poorly supervised and lack basic safety equipment. The steps towards more safety require realistic views and a readiness to agree to compromises. Aconsiderable number of accidents occur in mines due to repeated failures depending on mine management, training/education of mine personal, safety equipment and financing deficits. Thus, we propose a series of 10 most important measures to improve mine safety standards and procedures. All over the world different organizations of rescue services can be found. In principle there are central and de — central mine rescue organizations as well as a mixture of both in place. Nowadays, there is a tendency towards de- central mine rescue services due to their limited responsibility (number of mines, size of mining districts etc. ) and thus, increased effectiveness in case of individual mine disaster. Provisions need to be taken as a principle standard of safe mining operations in the future. These include. 1. High standards of personal protection means. 2. Safety transparency and day- to- day awareness of mine safety status. 3. Continuous measurement of safety related parameters. 4. Safety equipment installations and maintenance. The RAG group offers a wide range of services. Most importantly to name are RAG Educational Training (RAG OBil-dung) and DBT companies who are supporting quite actively the expansion process of coal production in China.
