The Applied Research of PFI Model in the Public Projects of Binhai New Area

The economic development of Binhai New Area has posed high demands on the construction and operating efficiency of public projects. Private-Finance Initiative (PFI) is a construction and financing model which can alleviate the government' s financial burden and improve the supply and efficiency of public projects. The key to the success of the application of PFI model in public projects lies in the proper exercise of government functions, market competition, clear payment and incentive mechanisms, and a sound risk-sharing mechanism. The correct exertion of government functions , the establishment of professional bodies to speed up relevant legislation, and the advocacy of credibility in both public and private sectors are needed for the employment of PFI model in the construction of public projects in Binhai New Area
