Given the anticipated budget shortfalls of major transportation agencies throughoutrnthe USA, the need for more effective and efficient management procedures is clear. Recognizingrnthis, the US Federal Highway Administration recently established the Office of AssetrnManagement and many infrastructure owners have initiated a transition to Asset Managementrnfrom their current, more fragmented approach. In this paper, the writers are motivated to discussrnhow they have identified, framed and structured the issues that govern a transition by a majorrnstate DOT such as the Pennsylvania Department of Transportation (PennDOT) to Asset Management.rnFirst an overview of Asset Management as well as current bridge and pavement managementrnsystems are presented. Next, a discussion of the fundamental building blocks requiredrnfor a successful transition is presented and various options for developing these building blocksrnare given. The paper concludes with a brief discussion of the current direction of PennDOT'srntransition.
