Interactions among Wind Mitigation Features in Benefit/Cost Analysis

A review of wind mitigation benefit/cost analysis (BCA) results for an initial set of 60 residential dwellings analyzed for the Coastal Retrofit Mississippi (CRM) project is presented. An overview of the three mitigation packages available in the CRM project is presented, along with a discussion of the physics-based modeling approach implemented in the FEMA BCA methodology for hurricane wind mitigation projects. Benefit/Cost Ratios (BCRs) for the initial set of 60 projects are examined as a function of the mitigation package type, project cost, building exposure category, and other characteristics. The cumulative BCR for the first 60 projects is 1.60, indicating an expected net present value of $1.60 in avoided building losses, contents losses, and loss of use expenses over the useful life of the retrofits for each $1.00 in net present value of project inspection, analysis, construction and maintenance costs.
