An approach is presented that major parties involved in the design and construction process can use to implement Total Quality Management (TQM) principles and concepts on capital projects. This approach was initially developed from analysis of existing TQM models and a study of TQM applied to a large refinery expansion project. The approach was refined based on the results of a Delphi Policy survey of owner, architect/engineer, and construction contractor professionals, and quality management consultants to the engineering and construction industry.
