Historically, municipal water/wastewater projects were required to navigate the traditional design-bid-buildprocess. However, in 2001, the North Carolina General Assembly formally approved two alternative deliveryoptions: construction manager-at-risk (CMAR) and design-bid-build using single-prime bidding.CMAR offers numerous potential advantages, including a single point of responsibility, better cost and schedulecontrol, and opportunities to manage project workflow. Since the General Assembly’s decision to allowalternative delivery, Dare County has taken advantage of CMAR for two water system projects.The recent and most significant project was the Roanoke Island Water System Expansion Program whichrepresents Dare County’s (County) vision to improve and ensure the health and security of its citizens bydelivering a more reliable, sustainable, and higher quality of potable water that will also provide fire protection.The CMAR portion of the Roanoke Island Water System Expansion Program presents an opportunity for theCounty to more efficiently manage the costs required for these improvements, enhance construction quality, andintroduce opportunities for the local workforce. This project includes approximately 56 miles of potable waterpipe, a 2-million-gallon ground storage tank, and a 0.3-million-gallon elevated storage tank.The County, working with the CDM Smith design team and CDM Constructors (CCI) as the constructionmanager, successfully completed the Roanoke Island Water System Expansion in November 2012. Thesuccess milestones included:1.There has been no condemnation of any property easement across the island.2.Approximately 60 percent of the construction was delivered by Dare County subcontractors and nearly 85percent by regional contractors.3.Homeowners are receiving insurance reductions upon installation of the fire hydrant system.4.Disturbances to the environment and local business were minimal.5.The project was delivered for approximately $900,000 below the guaranteed maximum price.
