Title V Reporting and Investigation Process for Texas Operating Sites

The Title V Process for most complex chemical sites became effective with the issuance of site operating permits in Texas in 2001. Other less complicated sites had effective General Operating permits in the late 1990s. This paper will discuss the general structure of Texas site operating permits under the Title V Program, auditing and reporting against the permit, types of reports required by the permit, enforcement policies and procedures at the Texas Commission on Environmental Quality (TCEQ), and agency investigations following Title V Report submittal.
