For this analysis, oil and gas EI methods were compared and evaluated for two different EISs: GNB and Gasco. The project-specific EIs were compared to the Uinta basin-wide EI. Differences were found relative to the basin-wide EI primarily for activities that generate more PM_(10) and SO_2. As regional modeling methods are refined to assess impacts from oil and gas development projects, it is recommended that the models be used in a relative mode only to assess future attainment with current air quality standards (i.e. report the cumulative concentrations), and that the project impacts only be reported using the absolute model values, recognizing that a limitation of this approach is that model bias is uncorrected.
