In this paper, we propose a new blind image quality assessment (NRQBF: no-reference quality assessment based fixation-points) based on HVS, which only use the distortion located in "fixation-point" as estimation of perceived visual distortion instead of the information of entire image. Dissimilar to the former blind metric, we regard that the perceived blur distortion is determined not only by edge sharpness level but also by the length of this edge and the frequency of fixating on it. The experiment on various frequency-distortion images indicates that the new measure is of accuracy, monotonicity, consistency between different images and different parts of an image.
