A Decade of Wastewater Industry Trends: 2000 - 2010 Rate Survey Results

Raftelis Financial Consultants, Inc. (RFC), in conjunction with the American Water WorksrnAssociation (AWWA), conducts a biennial water and wastewater rate survey. This studyrnpresents a comparative analysis of results from the 2000 and 2010 surveys to highlight somerntrends within the industry over the past decade. There are a number of preliminary findings fromrnthe survey, including:rn1. Population and accounts served have similarly increased over the study period;rn2. Treated flow per capita has declined over the study period;rn3. Average annual capital needs have doubled for most utilities;rn4. Medium-sized utilities continue to have the lowest wastewater rates; andrn5. Rates have increased faster than inflation.
