A Decade of Wastewater Industry Trends: 2000 - 2010 Rate Survey Results

Raftelis Financial Consultants, Inc. (RFC), in conjunction with the American Water Works Association (AWWA), conducts a biennial water and wastewater rate survey. This study presents a comparative analysis of results from the 2000 and 2010 surveys to highlight some trends within the industry over the past decade. There are a number of preliminary findings from the survey, including: 1. Population and accounts served have similarly increased over the study period; 2. Treated flow per capita has declined over the study period; 3. Average annual capital needs have doubled for most utilities; 4. Medium-sized utilities continue to have the lowest wastewater rates; and 5. Rates have increased faster than inflation.
