SPACE TRAFFIC MANAGEMENT - WHAT IS POSSIBLE?

The IAA Cosmic Study on Space Traffic Management provides a model of a comprehensive space traffic regime, which could be adopted in the year 2020 or later. At the same time, the study proposes first steps of a traffic management some of which, evidently, could be adopted sooner. Both options, adoption of a comprehensive regime in 2020, and adoption of first steps whenever the international community is ready to do so, are discussed. It is concluded that the latter option is more likely. The role of the IAA Cosmic Study and its updates is to keep the evolving traffic management consistent with a comprehensive system.
