The notion of culture has been gaining an increasing attention from both the academic world and the practitioners ever since the Americans found that the key to Japanese firm competitiveness lies in its strong company culture in early 1980s. As a result, many Chinese companies have been trying to build a strong company culture with a belief that having a strong company culture is the key to firm success. This paper briefly reviews the background and the content of culture management, and argues that the essence of culture management lies in the core values the management holds, therefore culture management in essence is value-based management. Rationales for the argument are given and implementation of the value-based management is also presented.
