ENVIRONMENTAL RESOURCES AND NATURAL CAPITAL

摘要

The contemporary environmental protection usually regards the United Nations first human environment conference in 1972 as the first milestone. For 20 years, environmental protection has gone through from "Controlling environmental pollution inactively" and "Dealing with environmental problems" stage to carrying out "sustainable development" stage. All of the specific policies and operative measures about environmental protection are based on the theories of recognizing environment. Therefore, it has practical meanings for environmental protection and exploiting mine resources to deepen the knowledge of environmental resources and its economic value. This paper mainly expounds three aspects: environment and environmental resources value; a big defect of traditional economics and the meanings of recognizing the economic value of environmental resources; putting emphasis on the idea of natural capital, managing environmental resources effectively.
