Monitoring, evaluation, accountability and learning in PbR WASH Programmes

Monitoring generates data to inform programming decisions (as in a regular grant programme), but also to trigger payment by the donor. So information is money… or rather, robust and reliable information is money. This means you need to design your indicators and information systems carefully. Obtaining all the evidence to prove activities, outputs and outcomes can be expensive, especially where transaction costs are high. Add in verification needs – collating and processing information so that it can be checked by a third party – and it gets more expensive.
