Developing the 'one plan' for emergency response and release prevention

The US Environmental Protection Agency (EPA) has realized the need for one emergency response and release prevention plan that complies with all regulatory requirements.Mandating a separate plan for each program has caused confusion with both the regulatory community and the local emergency response agencies.As a former manager who had to develop and implement emergency response plans to meet multi program Federal,state,and local requirements,I developed a single emergency response and release prevention plan that was simple to follow and coordinate with the local fire department,hospitals and other emergency response orgnaizations.This work was accomlished before EPA required an "All In One" contingency plan.
