This United States-Mexico Joint Contingency Plan for Preparedness for and211u001eResponse to Environmental Emergencies Caused by Releases, Spills, Fires, or 211u001eExplosions of Hazardous Substances in the Inland Border Area (the Inland Plan) 211u001eprovides a mechanism for cooperation between the United States (U.S.) and Mexico 211u001ein response to a polluting incident that may pose a significant threat to both 211u001eparties or that affects one party to such an extent as to justify warning the 211u001eother party or asking for assistance. Based on Article II of Annex II of the La 211u001ePaz Agreement, the purpose of this Inland Plan is to protect human health and 211u001esafety and the environment by providing for coordinated joint responses to 211u001epolluting incidents affecting the inland border area of the U.S. and Mexico.
