In 2008 the South Coast Air Quality Management District (SCAQMD) passed Amended Rule 1110.2, which will require a 69% reduction in NOx emissions and 88% reductions in CO and VOC emissions from landfill gas-fired engines by 2012. Historically, stringent emission limits adopted by SCAQMD are adopted by other local California air agencies and many other states within a few years.rnSince passage of Amended Rule 1110.2 no landfill gas-fired engines have been proposed in SCAQMD's territory, and shutdown is being considered for some existing engines. For new projects developers are planning to use combustion turbines, combined cycles, conversion of landfill gas to pipeline gas and vehicle fuels, fuel cells, and microturbines.rnThis paper will survey and describe the new landfill and digester gas facilities currently being developed in California, including technology selection, economics, and emissions. The review will also identify existing engines slated for or being considered for shutdown as a result of Rule 1110.2. A key factor in the decision to keep an engine running past 2012 is the rule's call for a technology assessment by 2010 in which SCAQMD will decide if the targeted emission reductions are achievable. The status of the technology assessment will be presented.
