Currently, Internet has developed at a full speed. The number of global netizens and Internet accessible computers is growing rapidly, and thus duly changes our lifestyle completely. However, global unequal development of Internet has created what is called "digital divide" , which in turn leads to the greatly asymmetric information possessions in developed and developing countries . Security problems of global information are made outstanding and the stability of global political and economic environment is threatened. It is a new challenge for all countries, developing countries especially. All international organizations and countries should shoulder the duty of equal development of Internet world - wide by setting up a fair and reasonable Internet pricing system and make great efforts to realize overall prosperity of global economy in era of integration.
